PROBLEM TO BE SOLVED: To obtain an optical scanner in which a picture having high quality is formed by using such simple components as a plastic lens or the like and to obtain a image forming device using the optical scanner. SOLUTION: In the optical scanner, in which a luminous flux emitted from a light source means 31 is deflected on the deflection face of a deflector 3 and guided onto a plane to be scanned 37 via a scanning optical means having scanning optical elements 1 and 21, a light quantity attenuation means M1 is provided between the scanning optical element which is closest to the plane to be scanned and the deflector, and the light quantity attenuation means reduces the light quantity of the incident luminous flux to 70% or smaller and emits the luminous flux.
