To provide a calcining rotary kiln for fluid-solid two phase fuel and a method for controlling operation of the calcining rotary kiln, wherein a fluid fuel and a solid fuel are used at the same time to simultaneously reduce a consumption amount of heat energy in the calcining rotary kiln and efficiently reduce generation of nitrogen oxides. The calcining rotary kiln(10) for fluid-solid two phase fuel is characterized in that a fluid fuel injection burner(12) for injecting a fluid fuel together with air is installed at a central part of the rotary kiln, and a solid fuel injection burner(14) is installed such that the solid fuel injection burner is leaned from the lower side of the fluid fuel injection burner to a side at which a large quantity of limestone(3) is accumulated to use fluid fuel as well as solid fuel at the same time in the rotary kiln, wherein the solid fuel injection burner is projected into the rotary kiln compared with the fluid fuel injection burner such that flame is easily separated when the fluid fuel and the solid fuel are simultaneously injected into the rotary kiln, and wherein a mixture of powder type solid and gas is injected into a central part of the solid fuel injection burner at a high speed, and a gas is injected into the outer side of the solid fuel injection burner at the same speed as the injection speed of the mixture of the powder type solid and gas injected into the central part of the solid fuel injection burner.
