A burnishing tool for hard skin care and a preparation method thereof are provided to have no release of metal and mineral powders and to show a high grinding efficiency. The burnishing tool for hard skin care comprises a plurality of grinding parts(12) formed on a metal plate(11); and a nickel-plated layer formed on the grinding parts. The grinding parts comprise nickel and metal and mineral powders. The metal and mineral powders are nickel-plated. The preparation method comprises the steps of: setting a photosensitive dry film with a pattern on the metal plate; exposing; forming a masking pattern by removing an unexposed dry film; nickel-plating and applying the powders; nickel-plating again; and removing the masking pattern after the powders are fixed to the nickel-plated surface.
