A lifting device of an upper structure for a bridge and a section expansion method are provided to transport and install the bridge easily by minimizing volume and size of the lifting device, and to pull the upper structure of the bridge conveniently without damage by increasing edge distance. A lifting device of an upper structure of a bridge is composed of a couple of vertical members(310) contacted to an outside of a pier and opposed to each other, a horizontal member(320) horizontally arranged outside the vertical member and composed of a jack for lifting up the upper structure of the bridge, a bearing pressure plate(340) placed on the pier and integrally combined with an upper part of the vertical member to fit the vertical members to the pier, and a steel rod(400) having a thread combined with an upper hole of the vertical member by a nut tightening unit and applying preload to restrict concrete expansion in generating vertical bearing pressure by combining the vertical member with the pier while tightening a nut.
