A frame rate conversion apparatus, an overtaking prediction method used in the apparatus, a display control apparatus and a video reception display apparatus are provided to improve correctness by considering offset difference. A memory controller(2) inputs data into a common memory and outputs the data from the memory with forming an input frame frequency and an output frame frequency differently from each other. An overtaking prediction unit predicts a frame where overtaking arises between input and output of the data. A memory writing controller stops memory writing when the overtaking prediction unit predicts that the overtaking arises. An overtaking prediction unit has a function that predicts the overtaking therebetween based on an amount of offset address difference.
