2', 4'-Dihydroxyflavone and derivatives thereof are provided, which compound has improved effect inhibits tyrosinase activity, formation of a melanin and a matrix metalloprotease-1, anti-inflammation activity, antioxidation activity, effect stimulats synthesis of a collagen, and has improved stability in water in oil(W/O) or oil in water(O/W) formulation, so that the compounds can be useful for skin whitening and wrinkle-free. The 2', 4'-dihydroxyflavone represented by the formula and derivatives thereof are provided, wherein R1, R3 and R5 are -H or -OH; R2 and R4 are -H; the 2', 4'-dihydroxyflavone derivatives are 2', 4', 5-trihydroxyflavone, 2', 4', 7-trihydroxyflavone, 2', 4', 5, 7-tetrahydroxyflavone, 2', 4'-dihydroxyflavonol, 2', 4', 5-trihydroxyflavonol or 2', 4', 7-trihydroxyflavonol; and the 2', 4'-dihydroxyflavone and derivatives thereof has improved skin whitening effect, wrinkle-free effect and anti-inflammation effect.
