A pressure grouting apparatus for reinforcing a ground and a hybrid nailing method by injecting pressure are provided to reinforce the ground efficiently by injecting cement milk and cement mortar to a bore and the ground through an injection pipe, and to distribute load evenly by increasing compression strength. A bore is perforated horizontally and inclined on a ground in excavating a tunnel, or a slope in a hybrid nailing method. A reinforcement injection pipe(120) and a sealing hose(130) are installed to the bore of the ground. Plural filler discharge penetration holes(120h) are formed in the reinforcement injection pipe, and cement mortar or a sealing agent adjusting gel time is charged in the bore by the sealing hose. A one-way valve or a rubber sleeve is installed to the filler discharge penetration hole to restrict filler from being streamed back or foreign matters from being infiltrated into the pipe. The bore is sealed by an acceleration expansion agent(140), and a nipple(150) is installed around an inlet of the reinforcement injection pipe.
