A dynamic spinal fixing device is provided to minimize defects generated from a bone union operation and simplify an operation process by fixing a spine without performing a bone union process after a decompression process. A clamp shaft(10) is formed with a shape of screw having threads to be inserted into and coupled to a spine. Each of two or more fixing members(2) is formed with a coupling part(14) which is connected to a top end of the clamp shaft(10). A rod(4) or a plate is coupled to the coupling part. One or more rod(4) or one or more plate is inserted into the coupling part(14) of the fixing member(2). The rod(4) or the plate is formed with a flexible material.
