A packer type soil nail body and a construction method are provided to restrict relaxation between a packer body and a boring hole ground by installing the packer body around a nail, and to stabilize the ground by grouting between the packer body and the boring hole at low pressure and grouting gradually through a grouting injection pipe. A packer type soil nail body is composed of a nail(10), first, second, third, fourth and fifth packing members combined with the nail by penetration holes, a packer(40) surrounding outer peripheries of the packing members combined with the nail and sealing the packing members with first, second, third and fourth packer bodies(41~44), an outer grouting injection pipe(38) fitted to the packing member outside the packer to inject grout at low pressure, a first grouting injection pipe penetrating the first packing member and injecting grout to the first packer body, a second grouting injection pipe penetrating the first and second packing members and injecting grout to the second packer body, a third grouting injection pipe penetrating the first, second and third packing members and injecting grout to the third packer body, and a fourth grouting injection pipe penetrating the first, second, third and fourth packing members and injecting grout to the fourth packer body.
