A pad structure for a pedal of a vehicle is provided to minimize a portion for combining a pedal pad and a rubber cover and to prevent a slip even if the cover is not applied or worn out. A pad structure for a pedal(10) of a vehicle has a pedal pad(12) on which a rubber cover(20) is combined. The pedal pad is installed in the end of a rotating pedal arm(11). Plural projection units(15) are separated at regular intervals and protruded on an upper surface of the pedal pad. When friction is generated between the cover and the pad by pedal effort of a driver, only the projection units of the pad and a portion of the cover contacted with the projection units are worn away.
