A locking and releasing device of a parking lever is provided to operate a release knob with a little power by using exhaust pressure of an engine in releasing the parking lever and to keep a locked state in parking by constraining the parking lever and releasing the lever in starting with the exhaust pressure. A locking and releasing device of a parking lever(51) is composed of a release knob(53) installed at an upper end of the parking lever and operated by a driver; a release cylinder(60) for releasing a locked state of the parking lever by operating a release rod(55) holding the locked state of the parking lever by using exhaust pressure of an engine according to an operation of the release knob; an exhaust pressure supply passage(71) connected with the release cylinder to supply the exhaust pressure of the engine; a first discharge passage(73) branched off from the exhaust pressure supply passage and opened or closed by the release knob to exhaust directly the exhaust pressure fed through the exhaust pressure supply passage; a second discharge passage(75) spaced from the first discharge passage, branched off from the exhaust pressure supply passage, and blocked up by the release cylinder in opening the first discharge passage, and opened by the operation of the release cylinder in cutting off the first discharge passage to eject the exhaust pressure; and an opening and closing tool(53a) projected in the end of the release knob to open and shut the first discharge passage. The release cylinder comprises a body(81); a movable body(83) moving vertically in the body and having an upper end exposed to the exhaust pressure supply passage; an operating rod(65) mounted at the lower side of the movable body to actuate the release rod according to a vertical motion of the movable body, wherein the end of the rod faces the upper end of the release rod; and an elastic unit disposed at the lower side of the movable body to push up the movable body.
