<P>PROBLEM TO BE SOLVED: To easily discharge deposit from a seal ring mounting groove of a passage opening and closing valve. <P>SOLUTION: This passage opening and closing valve comprises a disc-shaped valve element 3 mounted in an approximately cylindrical passage 2 in which the fluid flows, and approximately agreed with a cross-section of the passage, the seal ring 5 accommodated in a groove formed on an outer peripheral part of the valve element 3 for sealing between an inner wall of the passage 2 and the outer peripheral part of the valve element 3 in closing the valve, and a rotating shaft 4 fixed to an approximately central position of a face intersecting with the fluid flowing direction of the valve element with a specific inclination angle α to the face. The valve element 3 opens and closes the passage 2 by rotating and driving the rotating shaft 4 in the direction of an arrow X, and the seal ring 5 is rotated and moved in the groove in the direction of an arrow Y.
