<p><P>PROBLEM TO BE SOLVED: To provide a coil component to be used for a principal component such as a common mode caulk coil or a transformer and its manufacturing method, wherein the occurrence of a failure that electrode terminals are short-circuited to each other is small, and the deterioration of an impedance characteristic is small with a high reliability, a small size and a low height. <P>SOLUTION: A first insulating layer 3 is formed on a first magnetic substrate 2 formed with a magnetic material. Second insulating layers 5 (insulating films 5a, 5b, 5c, 5d, 5e) are formed on the first insulating layer 3. Coil conductors 7, 9 are formed by embedding them in the second insulating layers 5. An opening 4 and an opening 6 are formed on an inner peripheral side and an outer peripheral side of the coil conductors 7, 9 are formed so as to expose the first insulating layer 3. A second magnetic substrate 15 is secured onto a magnetic layer 11 embedded in the openings 4, 6.
