PROBLEM TO BE SOLVED: To perform decomposition of a toxic substance or cleaning or modification of an object surface by use of a highly active radical component included in combustion flame. SOLUTION: Oxyhydrogen combustion flame is sprayed to a fluid to be treated to supply the highly active radical component included in the combustion flame, whereby a hardly decomposable organic matter contained in the fluid to be treated is decomposed, or the object surface is cleaned or modified.
