PROBLEM TO BE SOLVED: To provide an information transmission and reception system for promoting viewing and listening by actively notifying reception of critical information. SOLUTION: When the information transmission and reception system receives information, notification from a notification processing part 13 to a user is performed by notification means 17-19 based on the importance decided by an importance decision part 12. Here, a viewing and listening action sensing part 15 senses an information viewing and listening state of the user by notification processing. However, if the user has not viewed and listened to the information after a fixed time, the notification processing from the notification processing part 13 to the user is performed again. Hereby, upon receiving the critical information, the user's attention can be drawn regardless of whether the user is using the system, thereby providing the information transmission and reception system for actively promoting the viewing and listening of the critical information.
