PROBLEM TO BE SOLVED: To provide a light controlling element capable of controlling the angular ranges of the light outputted from the element. SOLUTION: The light controlling element (15) outputs light having a first polarization state in a first angular range and outputs light having a second polarization state different from the first polarization state in a second angular range greater than the first angular range. The light controlling element (15) is opaque or substantially opaque to the light which has the first polarization state and propagates in the direction of the first range and is not substantially opaque to the light which has the first polarization state and propagates in the direction of the second range different from the direction of the first range and is not opaque to the second polarization state. The angular range of the light outputted from the light controlling element can be changed by changing the polarization state of the light which is made incident on the element or is outputted from the element.
