PROBLEM TO BE SOLVED: To prevent concentration of accesses to a network and contents by promoting download request timing of users to move to time zones wherein states of the network and contents are not jammed according to the traffic state of the using network. SOLUTION: This point management server includes a transmitting/receiving means 33 for receiving download requests from a communication terminal of the user, a download permitting means 33 for permitting the communication terminal to download from the contents server, a point adding means 30 for adding points when the communication terminal completes downloading, a point management means 31 for managing the points added by the point adding means and the number of use by the user, and a log preparing means 34 for preparing requester information from the request received from the communication terminal.
