PROBLEM TO BE SOLVED: To prevent "twisting" in a movable body in a movable body housing space formed in a plate member even when alignment of two joined plate members is insufficient. SOLUTION: In a first relief valve RV1 of a composition having the movable body in the movable body housing space m1 formed by coaxially joining a right side valve hole m2 formed in a thickness direction of a right inner side side plate 32R, and a left side valve hole m4 formed in a thickness direction of a left inner side side plate 32L, and carrying out communication and cut off of a communication hole h9R used as a regulating pressure supply oil passage formed in the right inner side side plate 32R, and a communication groove g2R used as a relief oil passage, the movable body is composed of two members which are a first member B1 positioned in a right side valve hole m2 side, and a second member C1 positioned in a left side valve hole m4 side.
