PROBLEM TO BE SOLVED: To reduce a heat island phenomenon continuing the cooling action by the transpiration action of rainwater based on a capillary phenomenon regardless of an underground water level. SOLUTION: This heat island phenomenon reducing road surface is composed of a water permeable road surface 1 laid and arranged with a block 5 having a partitioned water permeable part 51 and a stepping pressure part 52, and a rainwater storage part 3 arranged in its lower part. A permeating layer 2 for introducing the rainwater fallen on the water permeable road surface into the rainwater storage part 3, and deriving the rainwater of the rainwater storage part to the water permeable road surface, is arranged between the water permeable road surface and the rainwater storage part 3. A support 6 having clearance for supporting the water permeable road surface, is filled in the rainwater storage part 3.
