PROBLEM TO BE SOLVED: To express feelings more naturally by determining action based on a psychological parameter and an operating state. SOLUTION: A state recognition part 41 supplies external stimulation to a psychological parameter generating part 42, a progress degree and taste degree management part 43 and an action determining part 44. The action determining part 44 carries out transition of the operating state based on the psychological parameters supplied from the psychological parameter generating part 42, and the progress degree and taste degree supplied from the progress degree and taste degree management part 43, and determines action by a combination of the psychological parameters in the operating state.
