PROBLEM TO BE SOLVED: To provide an SAR (Specific Absorption Rate) estimation method highly precisely estimating the SAR value inside a human phantom as a lossy medium. SOLUTION: The specific absorption rate (SAR) in the direction toward the inside of the lossy medium adjacent to a radio unit is estimated, on condition that a transmission antenna of the ratio unit is inside the lossy medium, using a relational expression taking account of a difference between a distance between the lossy medium of a biomodel and the radio unit and energy spread of electromagnetic wave radiated from the radio unit based on an electric field value in the surface of the lossy medium and an angular frequency, a conductivity, a permeability, and a dielectric constant in the lossy medium.
