PROBLEM TO BE SOLVED: To provide an energy conservation device for an electric snow-melting equipment and floor heating. SOLUTION: A snow-melting equipment is comprised of a controller, an output power variable device and a semiconductor relay. The controller sends a signal to the output power variable device by dividing a snow-melting operation and a preheating operation completely, and by always searching for a minimum calorific value needed as a preheating output between 0-100% of a snow-melting power output depending on a situation on the basis of the signal from a temperature sensor. The output power variable device controls sinusoidal waveform of a power source. The semiconductor relay supplies the signal from the output power variable device as a controlling signal by varying a heating element power source. The composition of the snow-melting equipment enables automatic shifting of output in preheating according to natural conditions. Therefore, the snow-melting equipment is provided with the feature of holding down power consumption in preheating to the minimum amount. Constructing it by a two cleavage methods capable of saving more energy enables controlling both sides by a variable wave and simultaneous turning on electricity by both waves.
