PROBLEM TO BE SOLVED: To provide a 2-dimensional photonic crystal which has high mechanical strength and in which performance of a resonator is high. SOLUTION: This 2-dimensional photonic crystal has a substrate consisting of an SiO<SB>2</SB>substrate layer 12 and an Si substrate layer 13 at the lower part of a main layer 11. The 2-dimensional crystal is formed by arranging holes 15 periodically in the main body layer 11. Moreover, The photonic crystal has a dotted defect 16 in which a part of the periodic arrangement of the holes 32 is made to be lost. The dotted defect 16 functions as a resonator which resonates to light having a specific wavelength. A space 17 is provided in the prescribed area of the SiO<SB>2</SB>substrate layer 12 while being made to face the dotted defect 16. With this configuration, since the main body layer 11 is supported on the substrate in the area other the area where the space 17 is formed, the mechanical strength of the 2-dimensional photonic crystal is high. Moreover, since the space 17 is present in the lower part of the defect 16 and light is easy to be locked in the dotted defect 16 , etc., by the difference of the refractive indexes of the main body layer 11 and that of air, the dotted defect 16 becomes a resonator having high performance.
