PROBLEM TO BE SOLVED: To provide a heat developing device and a heat developing method for preventing peeling of a processed image forming layer on the surface of a heat developable recording material. SOLUTION: The heat developing device 10 has conveying means R1, R2 to convey a heat developable recording material F to a heat developing section 11 and to stop the conveyance of the heat developable recording material F during heat development, wherein the heat developing section 11 has a pair of heating members 12, 13 for holding the heat developable recording material F between both sides of the members and heating it.
