<p><P>PROBLEM TO BE SOLVED: To provide an apparatus and a method which enable an efficient electrolysis treatment of surplus sludge 17 containing chlorides, and efficiently treat scum accumulating in a circulation tank 31, in a surplus sludge reducing apparatus 1 having an aeration tank 11 decomposing organic sewage by biological treatment and an electrolytic cell 21 electrolytically decomposing the surplus sludge 17 containing the chlorides. <P>SOLUTION: The main body 27 of the electrolytic cell 21 is rectangular, and its quadrangular horizontal cross section has a ratio between neighboring sides of 1.0 to 1.5.
