PROBLEM TO BE SOLVED: To provide a water saving implement and a water saving device, which can be commonly used for not only a handle cock type faucet but also a single lever type faucet. SOLUTION: At least two regulation parts (2 and 3), which are each provided with at least one water passing hole (2a, 2b and 3a), are formed in a cylindrical part (1c). The presence of the two regulation parts (2 and 3) enables not only a reduction in water flow amount (water saving) but also the regulation of a water flow by virtue of an interference/buffer action. Smooth flow control can be performed by the phased reduction of the water flow amount. Thus, the water saving implement (1) is suitable for use as a water saving implement of a type which is installed in a water flow outlet. Additionally, the water saving implement can be used in such a manner that upward and downward directions with respect to a water-flow direction are properly turned upside down, depending on its use conditions such as the type of the faucet to be applied, and a difference in arrangement place such as a place midway through a passage or an outlet of the passage.
