PROBLEM TO BE SOLVED: To reuse the incineration ash which has hitherto been buried and discarded in a final disposal site as material. SOLUTION: One continuous operation of compressing/solidifying the incineration ash of waste separately according to demand size as the first step and coating the solidified ash with resin as the final step is conducted to manufacture a secondary product. In the concrete, a solid body obtained by compressing/solidifying the incineration ash to be buried and discarded is put in a steel wire-made basket with four sides surrounded, the solid body-put basket is put in a boiling asphalt tank to penetrate asphalt into the solid body, the asphalt-penetrated solid body is pulled up and cooled and the cooled solid body is coated by spraying the resin from every direction so that the solid body is sealed completely hermetically.
