PROBLEM TO BE SOLVED: To provide a toggle damping device requiring no reinforcing members such as studs or the like. SOLUTION: Four units of toggle mechanisms 20, 22, 24 and 26 are placed symmetrically right and left and up and down inside a frame 18 constituted with an upper beam 12, a lower beam member 14, and a column 16, an upper beam member 12, and a lower beam member 14. Because of this, if a force acts in the axial direction of the upper beam member 12 from the left direction, a first left arm 28, a second left arm 30, and a third light arm 72 and a fourth right arm 74 are stretched, and the first right arm 44, the second right arm 46, the third left arm 58 and the fourth left arm 56 are bent. This means that the axial forces in the first left arm 28 and the first right arm 44 are canceled by each other in a connecting pin 32. Therefore, the forces other than the principal stresses required in the composition members of the frame 18 do not act and thus reinforcing members such as studs or the like become unnecessary.
