PROBLEM TO BE SOLVED: To provide a substrate in which the corrosion or peeling of an electrode is surely prevented in a simple step, and which is suitable for an electrodeposition-type display device, and to provide its manufacturing method and a display device using the substrate. SOLUTION: Water-soluble resin, such as a resin containing polyvinyl alcohol, is dissolved in water as a solvent, and a filler or pigment and dye are added to the resulting solution, as needed, to prepare a resin solution. The resin solution is applied to a base material 11, on which first electrodes 12 are formed to form a coating layer 13. The upper surfaces of the first electrodes 12 are exposed by cleaning and the coating layer 13 is formed at recessed parts 11B between the first electrodes 12 and the peripheral part 11A of the base material 11.
