PROBLEM TO BE SOLVED: To provide a communication control apparatus or the like whereby an outdoor apparatus can simply and quickly make accessing while keeping communication stability and security. SOLUTION: The communication system is provided with: an indoor communication control apparatus 2 and an outdoor communication control apparatus 3 connected to a network 1 (e.g., the Internet); and a mobile terminal 4 for making wireless communication with the outdoor communication control apparatus 3. When the outdoor communication control apparatus 3 cannot access the indoor communication control apparatus 2, the outdoor communication control apparatus 3 stores a remote control instruction from the mobile terminal 4, the indoor communication control apparatus 2 periodically accesses the outdoor communication control apparatus 3 to acquire the remote control instruction from the mobile terminal 4 and and execute the instruction, and when the outdoor communication control apparatus 3 can access the indoor communication control apparatus 2, the outdoor communication control apparatus 3 accesses the indoor communication control apparatus 2 to request the acquisition of the remote control instruction at a point of time when the remote control instruction from the mobile terminal 4 reaches the outdoor communication control apparatus 3.
