PROBLEM TO BE SOLVED: To provide a method of a small piezoelectric oscillator which can be easily handled and is excellent in productivity. SOLUTION: The piezoelectric oscillator is manufactured by a step A of preparing a mother substrate partitioned into a plurality of substrate regions and having a recess in each of the substrate regions; a step B of housing any one of a piezoelectric element and an IC element in each recess of the substrate region, and mounting the other element on each of the substrate regions; a step C of placing and fixing a seal ring for surrounding the other element and a recess opening on the substrate region, and after that, attach a lid on the top of the seal ring; and a step D of dividing the mother substrate along the external periphery of each substrate region.
