<P>PROBLEM TO BE SOLVED: To reduce the total cost of a system and to lessen a burden on a manager by making possible to safely perform the initial registration of a user only at a fixed base station and to download an encryption key for use in communication. <P>SOLUTION: A variable output fixed base station 101 having a function for setting a small initial registration area 102 by lowering a radio output is provided in a system. In response to a request of initial registration from a wireless terminal 103, the fixed base station 101 sets a small initial registration area 102 by lowering the radio output and then registers the requested wireless terminal and downloads an encryption key to that wireless terminal in that state. Subsequently, the fixed base station 101 sets a communicable area 105 by returning the radio output back to a normal level and performs communication with the wireless terminal. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
