PROBLEM TO BE SOLVED: To provide a technology for preventing wrinkles of skin of a face from being conspicuous in the case of emphasizing a contour of a video image by a video apparatus such as a camera and also preventing a sense of resolution such as the contour of the face, surrounding of a nose, and a border or the like between eyes and eyelids from being decreased and borders of a picture from being dazzled unlike conventional arts. SOLUTION: The video signal processing apparatus is provided with: contour emphasis signal generating means 11, 12 for generating contour emphasis signals from video signals R, G, B; a hue detection means 13 for detecting a particular color part in the video signals R, G, B; and a nonlinear processing means 41 for placing a limit of a contour emphasis amount by the contour emphasis signal as to only the color part detected by the hue detection means 13 on only to a very small amplitude part of the contour emphasis signal.
