PROBLEM TO BE SOLVED: To obtain a refuelling machine which does not require skilled technique and which surely prevents the interference with an in-pile structure due to the vibration of a fuel assembly. SOLUTION: The condition of the vibration of the fuel assembly 9 is detected by an image detector 8 and is input to a fuel vibration monitoring controller 12. The distance between the fuel assembly 9 and the in-pile structure is calculated by the controller 12, and the operation of the refuelling machine is stopped on the basis of the result of the calculation, before an interference occurs. This approach solves the problems of the occurrence of misjudgment and lower operation efficiency of a reactor, even though interference is prevented through an operator's visual surveillance, in order to obviate the risk of the interference with and damages to the in-pile structure by the vibration of fuel due to inertia and water streams, when the fuel is carried being suspended in the reactor.
