PROBLEM TO BE SOLVED: To provide a development device which prevents not only development density from decreasing but also a magnetic carrier from sticking to an image carrier. SOLUTION: The development device includes: a rotary development sleeve; and a magnet roll which is fixed within the development sleeve independently of the development sleeve and has a plurality of magnetic poles arranged in the direction of the rotation of the development sleeve. The development device toner-develops an electrostatic latent image on the image carrier with two-component developer on the surface of the development sleeve, which consists of toner and magnetic carrier. The magnet roll includes the first magnetic pole and a second magnetic pole which is adjacent to the first magnetic pole, different in polarity from the first magnetic pole, and stronger in magnetic force than the first magnetic pole, such that the first magnetic pole and the second magnetic pole are located upstream and downstream, respectively, of a development point at which the development sleeve is the closest to the image carrier in the direction of the rotation of the development sleeve.
