PROBLEM TO BE SOLVED: To provide an inexpensive damping plate preventing deterioration of the environment by using granular rubber member formed by pulverizing waste tires as an elastic layer, incorporating it between two plate materials, and effectively using waste tires. SOLUTION: The elastic layer is formed by mixing an adhesive and granular rubber members formed by pulverizing waste tires, and the elastic layer is formed between a plurality of plate materials by applying the elastic layer like a layer on a surface of the first plate material, laminating the second plate material on a surface of the elastic layer, and carrying out integral pressurized drying.
