<p><P>PROBLEM TO BE SOLVED: To provide a method capable of grasping how much quantity should be assumed for a band for service among the capacity of each link of an IP network in an on-demand and quality-guaranteed IP-VPN service. <P>SOLUTION: A request to use the band-guaranteed IP-VPN arrives from some user group on an optical network, a band as an initial value is determined, and a required path is assigned.
