<p><P>PROBLEM TO BE SOLVED: To provide a video image coding device with a simple configuration capable of avoiding deterioration in video image display quality caused by overrun of video image coding processing. <P>SOLUTION: The video image coding device comprises a coding means for conducting a first coding processing for a video image frame by frame, a processing time detecting means for detecting an actual coding processing time required for coding processing for a frame , a delay calculating means for calculating processing delay time of frame coding processing based on an expected coding processing time and an actual coding processing time given to the coding processing, and a coding load control means for conducting coding processing for next frame by a second coding processing method having lower processing load compared with a first coding processing method if the processing delay time for the frame is over a predetermined threshold. According to the configuration, the device reduces the processing time of the frame after overrun occurs, and recovers from the overrun.
