PROBLEM TO BE SOLVED: To obtain a cylindrical intermediate transferring medium having a base sheet made by placing a fire retardant layer showing extinguishing performance between resin layers. SOLUTION: Ends of a sheet 51h having a conductive layer 51f and a resistive layer 51g on one surface of a fire retardant base sheet made by placing a fire retardant layer 51a composed a fire retarding agent having extinguishing performance between the resin layers 51b and 51c are curved in a cylindrical shape so that the resistive layer 51g becomes outside, and are faced to each other. A first narrow welding member 51j is made to contact the facing portion from the inside of the sheet 51h so that it straddles the facing portion to conduct the first welding while extruding a fire retarding agent in the vicinity of the edge portion. Then a wide second welding member 51m is made to contact the first welded portion J1 from the inside of the sheet 51h to conduct the second welding.
