PROBLEM TO BE SOLVED: To provide a powder take-out device enabling powder to be taken out without being dispersed therearound even if the powder in a drum can is stored in a bag and to be carried to a specified position. SOLUTION: This powder take-out device comprises a hood 11 capable of being fitted to the opening part of the drum can D and an air transport mechanism discharging the powder P by pneumatic transportation while sucking the powder from the drum can D by a depressurizing device V. A rotary vane 14 is installed on the inside of the hood 11. The rotary vane 14 comes into contact with the powder P stored in the drum can D while the rotary vane 14 is rotating to carry the powder by pneumatic transportation for discharging.
