An apparatus and method for estimating a speed of a mobile terminal in a mobile communication system are provided to dynamically and stably detecting a speed of a mobile terminal which moves at a high speed while maintaining the minimum resources by dividing an entire Doppler band into sub-Doppler bands and changing a detect position of a sub-Doppler band according to a moving speed of the mobile terminal. A channel estimator(110) is discriminated according to a velocity band, receives a signal of a radio channel from a mobile terminal, and performs channel estimation by using a channel estimate coefficient which has been optimized with respect to the velocity band. A velocity estimator(120) divides the velocity band into sub-Doppler bands, detects a sub-Doppler band including a frequency index having a maximum frequency response, and transmits information of the detected sub-Doppler band to the channel estimator(110).
