PROBLEM TO BE SOLVED: To solve a problem that a decision cannot be made from the PS side whether a CS is normal or not when transmission from the PS becomes impossible, and a long time is required for discriminating the trouble of an LAN from the trouble of a CS when the state in the direction of the CS viewed from a PBX becomes unresponsive to the CS. SOLUTION: Upon detecting a failure of communication with an opposite PBX, an opposite PBX communication function 4 outputs an opposite PBX communication incomplete signal g to an opposite PBX communication incomplete processing function 6 where voice data h at the time of incomplete communication is read out from a voice data table 15 at the time of incomplete communication. Transmission is then started from an LAN driver 8 to a specified port being waited by a broadcast receiving function 7 and stored in a broadcast receiving buffer 10 through its own broadcast receiving function 7. When a call control function 3 receives a control command (a) indicative of off-hook, the voice data h at the time of incomplete communication is read out from the broadcast receiving buffer 10 and transmitted to a corresponding PS (radio slave unit) and pronounced as a dial tone indicative of occurrence of abnormality.
