PROBLEM TO BE SOLVED: To provide an image processing apparatus or the like capable of obtaining an image less in a sense of roughness without increasing a computing amount. SOLUTION: The image processing apparatus 1 has an arithmetic processing section 2 for quantizing multi-gradation image data to convert the data into output image data of a pseudo medium tone. When a sum U of pixel values in each pixel in a prescribed region around a target pixel is smaller than 225 and the pixel value of the target pixel is smaller than 4 in the multi-gradation image data, the arithmetic processing section 2 sets 0 to the pixel value of the target pixel in the multi-gradation image data to carry out quantization.
