PROBLEM TO BE SOLVED: To provide a floor heating structure, capable of restricting floor height, and employing various kinds of floor surface material. SOLUTION: On an upper layer of a floor substrate 5, a sheet 3 with a heat generating body 3 is placed on an upper layer of a floor base board 5. The sheet 3 with the heat generating body 3 is composed of a lower layer side base layer sheet 3a and an upper layer side fixing sheet 3b. By binding both layers to each other, a heated water pipe 9 is fixed. On an upper layer of the sheet 3 with the heat generating body, a plywood 2 with back grooves is placed. The plywood 2 with back grooves comprises material of veneer plywood, and grooves are provided on the lower surface side of it to contain projected parts along a heated water pipe passage when placed on the sheet 3 with the heat generating body.
