A substrate for inkjet printers and a manufacturing method thereof are provided to prevent ink liquid from overflowing outside a picture point region by forming an organic non-continuous layer structure on a photoresist layer and then adjusting a surface tension of the organic non-continuous layer structure to be smaller than that of other layers. A substrate for an inkjet printer includes a basic substrate(1). A photoresist layer structure(3) is non-continuously arranged on a surface of the basic substrate(1). A non-continuous layer structure(5) is arranged on the photoresist layer structure(3). The non-continuous layer structure(5) is made of organic material. A surface tension of the organic non-continuous layer structure(5) is smaller than that of the photoresist layer structure(3). The non-continuous layer structure(5) is applied on at least a portion of the photoresist layer structure(3).
