PROBLEM TO BE SOLVED: To facilitate utilization of a rotary valve by eliminating the necessity to adjust positional relationship between a bolt and worm wheel in an actuator. SOLUTION: A second plane similar to a plane part is obliquely provided to the outer periphery of a worm wheel so as to be newly tilted at different angle.
