PROBLEM TO BE SOLVED: To accurately detect double-feeding irrespective of the structure of a device. SOLUTION: If a radio data carrier stuck, stained, or enclosed in paper by the double feeding of the paper cannot be read due to radio interference or the radio data carrier information is read continuously within a specified time when radio data carrier information stuck, stained, or enclosed in a carried paper is read, the paper is determined to be double-fed and the paper is discharged to a discharge box.
