<p><P>PROBLEM TO BE SOLVED: To enable even a packet network that does not include a plurality of routes, to deal with requests from users of communication terminals to a certain extent when a desired throughput can not be obtained with a communication target. <P>SOLUTION: A communication terminal 10 contains a request packet size in a connection request and transmits the connection request CR to a server 50 via a terminal side TA 20, a packet network 1 and a server side TA 30 (S3-S5). The server side TA 30 judges whether a fault occurs in communication of the requested size in accordance with communication traffic and when any fault occurs, a smaller size is defined as a packet size in packet communication (S6-S8). The response size is contained in a connection response CC from the server 50 and the server side TA 30 sends the result to the communication terminal 10 (S10-S12). The communication terminal 10 indicates the response size, accepts transmission start and transmits communication data (S13-S15).
