PROBLEM TO BE SOLVED: To provide a communication control apparatus capable of efficiently preventing an interference attack to a router on a delivery channel or a network band because of transmission of packets addressed to a plurality of devices.

SOLUTION: The communication control apparatus controls transfer of a packet designating a plurality of receiving apparatuses as a transmission destination. This apparatus is provided with a receiving means 202 for receiving packets, an extracting means 204 for extracting first information and second information from among the packets received by the receiving means 202, a transfer judging means 208 for permitting the transfer of packet if the first information and the second information which are extracted by the extracting means 204 have a predetermined relation, and a transmitting means 202 for transmitting the packet which is permitted to be transferred by the transfer judging means 208.
