PROBLEM TO BE SOLVED: To provide a terminal management system or the like wherein a management apparatus controls a plurality of terminals simultaneously. SOLUTION: The terminal management system 10 includes: the management apparatuses 200, 300; and the terminals. The management apparatuses 200, 300 include: a terminal information storage means 310 storing terminal information of a plurality of terminals 100b; an identification information of terminal information storage means 215 for storing identification information of the terminal information to identify the terminal information; a terminal identification information storage means 214 for storing terminal identification information to identify each terminal; a terminal identification information generating means 308 for generating information and the terminal identification information on the basis of the identification information of the terminal information and the terminal identification information; and management apparatus side transmission means 308, 305 for transmitting the information and the terminal identification information to the terminals together with the terminal information. Each terminal includes: an information for management apparatus storage means 109 for storing information for the management apparatus; and terminal side transmission means 103, 107 for transmitting the information and the terminal identification information to the management apparatuses together with the information for the management apparatuses.
